On Rodolfo Carter's orders, since the morning of Sunday, August 3, thousands of La Florida residents have been receiving calls at home. A recording delivers the mayor's message blaming the municipal council (in which the right-wing holds a majority) for the possible felling of Bosque Panul.
For their part, residents say the legal responsibility lies with the mayor, since he has the power to create a green area in Panul (currently zoned as developable) by amending the Zoning Plan — something he committed to in May 2011 and in the public consultation of January 2012.
The mayor's proposal was rejected a few days ago because it did not create a green area but instead allowed subdivision and construction in the forest, forcing a market-value purchase negotiation with the real estate company and preventing the State from expropriating.
Recently, the Santiago Intendancy committed to securing funding to drive the expropriation, as well as convening a working group with various ministries. For Panul to be expropriated, the municipality must amend the Zoning Plan — something it still has time to do.
Additionally, the Comptroller's Office ordered the opening of disciplinary proceedings against the municipality for failing to amend the Zoning Plan within the legal deadlines.
The community will investigate the origin and amount of public funds spent to disseminate misleading information about the conflict.
