Regarding the amendment to La Florida's Zoning Plan (PRC), which seeks to definitively protect Bosque Panul and the Precordillera, we denounce:

Regarding the amendment to La Florida's Zoning Plan (PRC), which seeks to definitively protect Bosque Panul and the Precordillera, we denounce:
- Mayor Rodolfo Carter handed control of the process to the SEREMI of Housing.
Having approved municipal funds for the risk study required to amend the PRC, Mayor Rodolfo Carter requested funds from the SEREMI of Housing for the same purpose.
With this agreement between the Mayor and the SEREMI, the financing, tendering, awarding, and supervision of the risk study now rest in the SEREMI's hands, leaving the Municipality as a mere technical observer.
Even more serious is that the Municipality accepted the study area boundaries imposed by the SEREMI, which reduce the protection zone agreed upon by residents and authorities — leaving out the strip between the San Carlos and Las Perdices canals, precisely the territory that bore the brunt of the 1993 landslide.
- The SEREMI of Housing, Ms. Marisol Rojas, has openly expressed support for real estate development in the Precordillera, particularly in El Panul.
The SEREMI offers no guarantee of an impartial study, considering that during the approval of the real estate preliminary project at Fundo El Panul, she expressed her support for the project and exerted continuous and undue pressure on the Director of Works, forcing him to approve it.
In the same process, the SEREMI accepted and endorsed a risk study conducted by the real estate company, which claimed there were no risks whatsoever at the site and that therefore no protective or mitigation works were necessary.
We declare ourselves on maximum alert in the face of this deal made behind residents' backs — one that seeks to tailor a new real estate project to measure. Red por la Defensa de la Precordillera is not willing to accept that Bosque Panul's life be placed in danger once again.
We demand that Mayor Rodolfo Carter fulfill his promises, respect municipal autonomy and the sovereign will of residents. The Zoning Plan amendment must be made in La Florida and with the people of La Florida.
