Regulatory Analysis, Conceptualization, and Regulation of Urban Forests: The Panul Case in La Florida Municipality
Abstract
Bosque Panul is a native sclerophyllous forest located in the precordillera of Santiago, Chile, specifically in the municipality of La Florida. It is an important green lung within the urban environment of the Metropolitan Region, currently facing a significant challenge related to its owners' intentions to develop real estate projects in the forest, putting the conservation of this natural ecosystem at risk. This situation has generated concern among the local community and environmental defenders, who are fighting for the preservation of Bosque Panul and its habitat.
This research sought the regulatory arguments that would allow for the definitive protection of Panul and the conservation of this native forest in its natural state, controlling unregulated urban expansion. Bosque Panul is a clear example of the tension between urban development and the conservation of nature, and its conflict with real estate developers highlights the need to find a balance between urban growth and the preservation of natural spaces.
