What is happening with the subdivision project in Bosque Panul?
In response to the municipality's announcement that it apparently "rejected" the subdivision project for Parque Panul, we declare the following:
On March 14, the Red por la Defensa de la Precordillera reported that the real estate company Gesterra submitted a project to the Dirección de Obras (DOM) of La Florida that sought to urbanize Bosque Panul.
On March 15 the municipality issued a statement calling this report false and failing to answer the question asked (whether or not a subdivision project had been submitted by Gesterra).
On March 26, the Red published the OBSERVATIONS RECORD on the DOM's project, which confirmed that this subdivision request had indeed been submitted, and that on March 15 the DOM had issued a series of observations on it.
But on March 30, the municipality published on its website a photo of the observations record stamped with REJECTED without providing further details.
Given the above, our complaint was accurate: a project was submitted to urbanize Bosque Panul under the current Zoning Plan. But contrary to what the municipality declares, this project has not yet been rejected — it is still in process — especially since the municipality has not delivered any document certifying that the project was rejected. And the law specifies that the real estate company has 60 days to respond to the observations record (art. 1.4.9 of the OGUC Ordinance), and may also appeal to the MINVU in the event of a rejection.
The question for the Municipality and Rodolfo Carter is therefore clear: Where is the rejection record? Because the document published by the municipality (which the Red published in the preceding days) is an observations record, not a rejection.
As a community that defends Bosque Panul, we deserve to know the truth and to have access to serious information and documents. We demand transparency from the municipality.
This project, whether rejected or still ongoing, simply proves that the current zoning plan does NOT protect Panul and must be changed as soon as possible. We call on candidates for mayor to define their position with respect to the forest.
