La batalla por el Panul y las amenazas al último bosque nativo de Santiago

Este ecosistema es de vital importancia para Santiago, ya que limpia el contaminado aire metropolitano. Pero desde 2008 se ha visto amenazado, debido al intento de urbanizarlo. El 13 de enero de 2021, la inmobiliaria Gesterra –propiedad de la familia Navarrete, ligada a Oxiquim, y dueña del fundo Panul, que comprende 543 hectáreas– presentó un proyecto de división predial ante la Dirección de Obras Municipales (DOM) de La Florida, con el que buscan concretar la construcción de calles y alumbrado público. La municipalidad emitió un comunicado negando que existiera un proyecto inmobiliario, aunque días más tarde se desdijo, publicando el acta de observaciones del mismo, con una marca en rojo que decía «rechazado», dando a entender que efectivamente se presentó un proyecto inmobiliario en el sector. Y si bien el actual Plan Regulador Comunal (PRC) de La Florida –que rige desde 2015– prohíbe la construcción de viviendas en el Panul, sí permite los equipamientos. Los dueños del predio, en tanto, advirtieron que iniciarán acciones legales contra el municipio, encabezado por Rodolfo Carter. «Por más que usted insista en esta actitud, El Panul es una propiedad privada y pretender imponerle, en los hechos y por la fuerza, el tratamiento de un parque comunal o público es un abuso de autoridad que no conduce a nada», señalaron desde la inmobiliaria.

CONFIRMED: Real estate company GESTERRA submitted project to urbanize Bosque Panul

According to documents from the Dirección de Obras, the company submitted a project in January of this year seeking to subdivide Fundo Panul into several lots, in order to extend streets such as Av. Central and Rojas Magallanes toward the mountains, among other works. This information was deemed "false" by La Florida mayor Rodolfo Carter in preceding days, but the evidence found confirms the citizens' complaint, making it imperative to change the current Zoning Plan to definitively protect Bosque Panul.

What is the Municipality of La Florida hiding? - A reply in defense of Bosque Panul

Mayor Carter responded that there are no approved housing projects in Bosque Panul, but there are other projects permitted by his Zoning Plan that would equally damage the forest. So the community's question in the complaint is clear: Are there subdivision and/or urbanization projects submitted by Inmobiliaria Gesterra to the Dirección de Obras that fall under the current Zoning Plan?

Real estate company Gesterra submits project to urbanize Bosque Panul

The company's proposal seeks to subdivide the iconic native forest in order to build roads and other works that will destroy the ecosystem, thereby attempting to pressure for approval of its massive real estate development. The political responsibility for this should fall on the current mayor of La Florida and candidate Rodolfo Carter, who lied in 2015 when he assured that his new Zoning Plan had saved Bosque Panul.

Owners of Oxiquim-Gesterra sue the community and seek closure of Parque Panul

The Navarrete Rolando family, close to Pinochet and who "acquired" Fundo Panul at a laughably low price during the dictatorship (one million pesos, equivalent to about 20 million today), has sued the community that defends the forest through a legal complaint. This complaint seeks to prevent the community from entering the forest and protecting the ecosystem — something thousands of people do every month, consolidating Parque Panul as an important and necessary green lung for Santiago.

Owners of Fundo Panul fail to comply with industrial waste removal plan

The Navarrete Rolando family (OXIQUIM) has once again damaged Bosque Panul by bringing heavy machinery into the forest to remove the tonnes of sea sand and other waste they dumped there for decades. This, despite the State ordering them to remove the sand according to the plan presented by the community, with minimal impact on the ecosystem. The Navarrete family chose to cut the budget and do it their own way, demonstrating once again that powerful families in this country do whatever they want.

Another small victory for Bosque Panul: industrial waste removal will follow the community's plan

After the Second Environmental Court ruled in favor of Panul and ordered the immediate removal of waste that the Navarrete Rolando family (OXIQUIM) had been dumping for decades, the Superintendency of the Environment accepted the plan developed by the community, which will require the owners of Fundo Panul to remove 3,500 tonnes of sand using small machinery and/or manually, only along the trails designated by the community for this purpose. They will not be allowed to use heavy machinery such as excavators, nor to operate anywhere they choose, as the Navarrete family had intended.

Press release on the zoning plan change for Hualpén

Regarding the approval of the Zoning Plan for the Municipality of Hualpén, as the organization Panul Parque Comunitario, we reject the approval of the project as a whole, which, from an anthropocentric perspective, seeks to promote the urbanization of the Hualpén sanctuary. This is achieved through the expansion of the industrial zone and a series of actions that undermine the integrity of the local ecosystem — such as filling in wetlands or pushing real estate development to the riverbank — under the pretext of favoring municipal development and establishing tourist and recreational services in order to "protect natural values."
