Owners of Fundo Panul fail to comply with industrial waste removal plan

The Navarrete Rolando family (OXIQUIM) has once again damaged Bosque Panul by bringing heavy machinery into the forest to remove the tonnes of sea sand and other waste they dumped there for decades. This, despite the State ordering them to remove the sand according to the plan presented by the community, with minimal impact on the ecosystem. The Navarrete family chose to cut the budget and do it their own way, demonstrating once again that powerful families in this country do whatever they want.

Municipal guards expel visitors and destroy native flora and fauna of Parque Comunitario Panul

The current mayor of La Florida, Rodolfo Carter, has not only failed to protect Bosque Panul, but has also sent his municipal guards to violently expel visitors from within the park, with no consideration for the flora or fauna.

Another small victory for Bosque Panul: industrial waste removal will follow the community's plan

After the Second Environmental Court ruled in favor of Panul and ordered the immediate removal of waste that the Navarrete Rolando family (OXIQUIM) had been dumping for decades, the Superintendency of the Environment accepted the plan developed by the community, which will require the owners of Fundo Panul to remove 3,500 tonnes of sand using small machinery and/or manually, only along the trails designated by the community for this purpose. They will not be allowed to use heavy machinery such as excavators, nor to operate anywhere they choose, as the Navarrete family had intended.

Press release on the zoning plan change for Hualpén

Regarding the approval of the Zoning Plan for the Municipality of Hualpén, as the organization Panul Parque Comunitario, we reject the approval of the project as a whole, which, from an anthropocentric perspective, seeks to promote the urbanization of the Hualpén sanctuary. This is achieved through the expansion of the industrial zone and a series of actions that undermine the integrity of the local ecosystem — such as filling in wetlands or pushing real estate development to the riverbank — under the pretext of favoring municipal development and establishing tourist and recreational services in order to "protect natural values."

The Zoning Plan that will destroy the precordillera of La Florida

Amendment No. 15 to the Municipal Zoning Plan (PRC) seeks to destroy the little native vegetation that remains in the urban area of the municipality, once again putting Bosque Panul at risk. Mayor Rodolfo Carter will authorize real estate projects in high-risk areas of high environmental value, despite having stated the opposite some years ago, following the damning conclusions of the risk study commissioned by the Municipality itself.

Environmental crisis in the municipality of La Florida: More than 150 hectares of precordillera destroyed under the administration of Rodolfo Carter

The municipality of La Florida is experiencing a profound environmental crisis, a process that intensified under the management of the current mayor, Rodolfo Carter (2011–2019). According to official figures, over the past 10 years La Florida has been one of the municipalities with the greatest loss of green areas, going from 3.5 square meters of green space per person to 2.5 m², a reduction of nearly 30%. According to a study by a well-known foundation, between 2013 and 2016 there was a 22% reduction in square meters of green space per person in the municipality, placing it sadly in the top ten municipalities that lost the most green area per person, despite being one of the municipalities that spent the most on maintaining these areas. That is to say, Rodolfo Carter is not only responsible for a reduction in green space per person, but was also one of the most negligent mayors in using these resources.

Piñera government proposes removing Bosque Panul from environmental review

The government presented a reform to the Environmental Impact Assessment System (SEIA), which will deepen the trend of excluding polluting projects from environmental review, under the slogan of "accelerating investment." The reform would further weaken the SEIA, a system that has been unable to stop the enormous environmental damage to the country's ecosystems. Real estate projects like the one planned for Bosque Panul that was rejected by the SEIA in 2012 would, under the government's proposal, be removed from the system — clearing the path for their approval.

Intendant Karla Rubilar leaves Bosque Panul unprotected

A year has passed since the Intendant of Santiago, Karla Rubilar, committed to protecting Bosque Panul through the preparation of reports — such as the appraisal of the properties — a process that to date has not been carried out. This situation leaves the last remaining lung of native vegetation within the urban limits of Santiago completely unprotected and at risk. The community asks the current government to fulfill its commitments and protect the forests that survive around the city and sustain life, especially given the complex global scenario.

Environmental Court rules in favor of Bosque Panul

The Second Environmental Court finally accepted the complaints filed by the community, in which the contamination of Fundo Panul by its owners (Gelymar, a subsidiary of Oxiquim) was denounced, and ordered the SMA to initiate a process for the company to enter environmental review and repair the enormous damage caused by its industry. The ruling sets two important precedents: it orders the SMA to expand its environmental oversight work beyond simply responding to private complaints; and while it acknowledges that Bosque Panul lacks official protection, its high ecosystem value warrants more decisive protection from the State and its courts.

Environmental Court orders Oxiquim to remove tonnes of waste from Bosque Panul

The court ruled as a precautionary measure the total halt of Gelymar's operations — a subsidiary of Oxiquim — at Fundo El Panul, and the removal of at least 770 tonnes of sea sand spread throughout the forest. This sand, besides desertifying Panul, is located in ravines and on hillsides, presenting a serious landslide risk for families living downstream.

Municipality of La Florida continues with its plan to urbanize Bosque Panul

A couple of weeks ago, the Red por la Defensa de la Precordillera published the "2019 Real Estate Development Plan" prepared by the Municipality of La Florida, showing three real estate projects in the middle of native Bosque El Panul, alongside dozens of projects spread throughout the municipality. This Plan was presented by the mayor of La Florida, Rodolfo Carter, during a forum held in Las Condes, to real estate companies with projects in the municipality. The information was denied by the Municipality, which accused the community organization of having "intentionally altered" the image, while avoiding answering the serious complaint made by the neighbors.
